We opened a ChatGPT Ads account on 2 September 2026, the day self-serve went live for Indian advertisers, and we have been running campaigns in it since. Every screenshot below comes from that account. Where a number is ours, we say so. Where something is a limitation we ran into, we say that too.

This matters more than a normal platform launch because of where the ad sits. A ChatGPT ad appears underneath an AI-generated answer. If that answer already recommends a competitor, you are paying to be the runner-up on someone else’s endorsement. Paid placement and Generative Engine Optimization are two halves of the same surface, which is why we treat them as one system rather than two budgets.

What follows is the complete setup, screen by screen, plus the mistakes we made so you do not have to repeat them.

Before you start: who can advertise and who will actually see your ads

Three things decide whether this channel is worth your time. Check them before you create anything.

1. Anyone in India can open an account. Ads went live for Indian users on 27 August 2026 and self-serve buying opened on 4 September 2026. There is no invitation, no minimum commitment and no agency requirement. OpenAI named WPP and Omnicom as its first India agency partners, but that is a support arrangement and does not gate who is allowed to buy.

2. Only Free and Go tier users see ads. ChatGPT Plus, Pro, Business, Enterprise and Education subscribers never see them. If your buyer is a senior enterprise decision-maker paying for Plus, paid placement cannot reach them at all and organic AI visibility is your only route into that conversation. This is the single biggest targeting limitation of the platform and almost nobody mentions it.

3. Some conversations are off limits regardless of what you sell. Ads are not eligible to appear near health, mental health or political topics, and they are not shown to accounts identified as belonging to users under 18. Note the mechanism, because it catches people out: the restriction is on the conversation topic, not only on your business category. A healthtech brand is not banned from the platform, but its most valuable conversations are unavailable.

Financial services and dating were reported as excluded during the earlier US pilot. We have not been able to confirm either in OpenAI’s published India policy, so if you are in BFSI check eligibility inside your own account before you plan budget around it.

Step 1: Create your account and sort billing first

Go to ads.openai.com and sign in with the OpenAI account you want to own the ad account. Billing is in rupees for Indian advertisers, so you are not dealing with foreign exchange or an international card requirement.

Do billing before you build anything. The Overview screen surfaces account problems as Tasks, and a billing task will stop your ads serving no matter how well the campaigns are built. We learned this the boring way. Our campaigns showed “Not serving” for days while we assumed it was a delivery ramp, and it was an unresolved invoice.

The Overview also carries the Performance trend panel, with 7 day, 14 day, 30 day and custom ranges, and a segment selector. This is where you will live once campaigns are running.

Step 2: Understand the structure before you build

ChatGPT Ads uses a three level hierarchy that will be familiar if you have run Google Ads:

  • Campaign holds the objective, budget, schedule, location targeting and platform eligibility.
  • Ad group holds the bid strategy, the context hints that decide where your ads appear, and the default destination URL.
  • Ad holds the headline, description and creative.

The Campaigns screen has tabs for Campaigns, Ad groups and Ads, so you can work at any level. The left rail carries Overview, Campaigns, Tools, Billing and Settings, with Tools containing Conversions, Feeds, Change History and Audiences.

One thing worth knowing early. The status column tells you whether a campaign is actually delivering, and it is separate from the active toggle. A campaign can be toggled on and still read “Not serving” because of billing, missing creatives or review status. Always read the status, not the toggle.

Step 3: Create the campaign and pick an objective

Click Create in the top right. The menu gives you four options: Create campaign, Create ad group, Create ad, and Upload bulk. Bulk upload exists from day one, which is more than most new ad platforms offer.

Choose Create campaign and the wizard opens with 3 steps down the left: Create Campaign, Create Ad Group and Ads, then Review.

You have three decisions on this screen.

Campaign name. Minimum 3 characters. The wizard blocks you with an inline error if you skip it, which is easy to miss because the error appears next to the step in the left rail rather than where you are looking. Use a naming convention from day one. Ours is objective, then theme, then geography, because you will be reading these in a table within a fortnight.

Campaign type. Standard is the option available. The helper text says it controls how the campaign creates ads and where people will go.

Objective. This is the real decision. India currently offers Clicks and Conversions. The objective determines how you bid in the auction and which ad formats you can promote, so it is not a reporting preference, it changes the auction you enter.

Pick Clicks if you have no reliable conversion tracking yet, which on a platform this new is most people. Pick Conversions only once your pixel is verified and firing correctly, because a Conversions campaign optimising against a broken event will spend your budget chasing noise. There is more on that below, and it is the section worth reading twice.

Conversion event is optional at campaign level. You can add one with the Add event button and it defines the action you want people to take after seeing your ad.

Step 4: Budget and schedule, and the caps nobody explains

The budget field defaults to a Daily budget in INR. The minimum is Rs 725 per day. When we opened the wizard it pre-filled Rs 2,900, so do not assume the default is the floor.

Read the helper text carefully, because this is the part that surprises people. With a Rs 2,900 daily budget the interface states a maximum daily spend of Rs 5,800 and a maximum seven-day spend of Rs 20,300. In other words your daily number is an average, not a ceiling. The platform can spend up to twice it on any given day, and it holds you to roughly seven times the daily figure across a week.

If you are testing with a hard cash limit, plan against the 2x daily figure rather than the number you typed. A Rs 725 daily budget can take Rs 1,450 on a heavy day.

Start date carries a time and a timezone, shown as GMT+5:30 for Indian accounts. End date is an optional checkbox, unticked by default, which means a campaign runs indefinitely unless you set one. On a test campaign, set one.

Step 5: Location and platform targeting

Locations for this campaign is pre-filled with India on an Indian account. You can add more, and the campaign will only show in the locations you select.

Locations to exclude works as a hard override. The helper text is explicit that users in an excluded location will not see the campaign even if they also match an included location. Use this when you are running a national campaign but cannot service a particular market.

Eligible platforms defaults to All platforms. On the Review screen this expands to Android app, Android web, Desktop web, iOS app and iOS web, so you can split mobile app traffic from desktop web if your landing page performs very differently across them. Most advertisers should leave this alone until they have enough data to know it matters.

Geographic granularity below country level is limited today. If your business is genuinely city-bound, that constraint is worth knowing before you budget.

Step 6: Advanced settings, including one that rewrites your ads

The Advanced panel is collapsed by default. Open it. There are three things in here and one of them changes your creative without asking.

Landing page query parameters. Optional, and it appends missing query parameters to your destination URL. The supported template values are {campaign_id}, {ad_group_id}, {ad_id}, {ad_account_id} and {oppref}. Set this on day one. If you do not, every click lands in your analytics as undifferentiated referral traffic and you will be unable to attribute anything back to a specific ad.

Custom audiences. You can create an include audience, which makes the campaign eligible only for users in that audience, or an exclude audience, which filters those users out. More on building audiences further down.

Text customization. This one deserves your attention. It is switched on by default, and the platform describes it plainly: AI automatically generates personalised and translated versions of your ad headlines and descriptions, which may be shown without your individual review or approval.

Read that again. Left on, the platform will rewrite and translate your ad copy and serve versions you have never seen. For a consumer brand with loose messaging that may be fine, and the translation behaviour is genuinely useful in a multilingual market. For anyone in a regulated category, anyone with legally reviewed claims, or anyone whose positioning depends on precise wording, this is a compliance problem sitting behind a collapsed panel. Turn it off unless you have decided you want it.

Step 7: The ad group, where the actual targeting lives

Bid strategy. Two options. Maximize results is selected by default and automatically adjusts your bid to get the most results from your budget. Manual: Max CPC gives you a ceiling per click.

Start on Maximize results. You do not have enough data to set a sensible manual bid on a platform that has existed in India for a fortnight, and a manual cap set too low will simply stop you entering auctions. Move to manual once you know what a click is worth to you, not before.

Context hints. This is the most important field in the whole setup and it is marked optional, which badly undersells it. ChatGPT Ads do not target keywords. They target the shape of a conversation. Context hints is where you describe the conversations you want to appear in.

Think in problems, not search terms. “project management software” is a keyword. “a team lead comparing tools because their current one does not handle dependencies” is a context. The second is what this platform matches against. Copying a Google Ads keyword list into this box is the most common mistake we expect to see this year.

Default Ad Destination URL sets where ads in this group send people. Set a real landing page here. We initially pointed everything at our homepage, which meant we were paying for decision-stage traffic and dropping it on a generic page. It is the cheapest mistake to fix and the most expensive to leave.

Step 8: Writing the ad, and the real character limits

Here are the limits, taken from the live counters in the account rather than from secondhand reporting:

  • Headline: 50 characters.
  • Description: 100 characters.

If you have read that the headline limit is 16 characters and the description is 32, that figure comes from early US commentary and it is wrong for the India platform today. Check the counter in your own account before you brief a copywriter.

Below the input fields, the platform offers Suggested ads, described as AI-generated options based on your campaign. You can thumbs up, thumbs down, edit or add each one, and there is a Regenerate button. These are a reasonable starting point and a poor finishing point. They tend toward generic benefit statements because they are generated from your settings, not from your positioning.

The preview shows what the user actually sees: your logo, your brand name, an “Ad” label, the headline and the description. That is the entire unit. There is nowhere to hide a weak offer, no space to handle an objection, and no image to carry the emotional weight.

Two rules that have held for us. Write the description as a specific promise with a number or a timeframe in it, because vague benefit language reads as noise next to an AI answer that just gave the user something concrete. And do not repeat the headline in the description. You have 150 characters in total. Wasting 40 of them restating yourself is the difference between a click and a scroll.

Step 9: Review and publish

The Review step shows a Campaign summary with everything in one place: campaign name, type, objective, locations, eligible platforms, average daily budget, ad group name, website URL, bid strategy, context hints and your ads. Each block has a pencil icon so you can jump back and fix something without restarting.

Check three things here specifically, because they are the ones people get wrong.

1. Average daily budget. Confirm it says what you intended, and remember the 2x daily and 7x weekly ceilings.
2. Context hints. If this shows an em dash or a blank, you have not filled in the field that decides where your ads appear.
3. Website URL. Confirm it is a landing page, not your homepage.

Publishing commits you to the Advertising Tool Terms, linked from the button. Campaigns go through review before they serve, so do not panic if nothing delivers immediately.

Step 10: Conversion tracking, and the mistake that cost us a week

This is the section we would most like to have read before we started.

Under Tools you will find Conversions, with three tabs: Data Source, Conversion Events and Event Stream. A Data Source is your pixel. Each pixel gets an Event Quality Score and a warnings count. Conversion Events are the individual actions you track, each with a base event name, the pixel it belongs to, how many campaigns use it, an identifier coverage percentage and an event count.

Look closely at that screenshot, because it is our account and it is wrong. We are showing it rather than a tidy example because the failure is more instructive than the success.

Three events are defined. Page Viewed has fired 0 times. Appointment Scheduled has fired 0 times. Lead Created has fired 13,500 times at 1% identifier coverage. We did not receive 13,500 leads. The lead event is bound to a page load rather than a form submission, so it fires for every visitor.

The consequence is that every conversion number, cost per lead and return figure this account reports is meaningless. Worse, if we had chosen the Conversions objective, the platform would have optimised our spend toward whatever produces the most page loads. You would be paying to buy bounce traffic, efficiently.

So, three checks before you trust a single conversion number:

1. Does the event that should fire rarely have a plausible count? If your lead event outnumbers your sessions, it is bound to the wrong trigger.
2. Does the event that should fire constantly, like page viewed, have a count at all? Zero here means your tagging is not wired the way you think.
3. Is identifier coverage a sensible percentage? Coverage near 1% means the platform cannot match those events to users, so attribution will be close to useless regardless of volume.

Fix the pixel, watch Event Stream until events arrive with the right shape, and only then switch a campaign to the Conversions objective. Run on Clicks until that day.

Audiences, feeds and change history

Audiences takes uploads of raw or hashed emails and phone numbers, which then become filters you can include or exclude at campaign level. This is where your CRM list becomes a suppression list so you stop paying to reach existing customers, and it is usually the fastest efficiency win available on any new platform.

Feeds handles product feeds, which matters if you are ecommerce and want product-level promotion rather than a single destination URL.

Change History logs account changes. Use it. On a platform this young, being able to answer “what did we change the day performance moved” is worth more than it sounds, especially if more than one person has access.

What this actually costs, from our own account

These are platform-reported rates from our live campaign, a Clicks-objective campaign targeting growth marketing and SEO conversations in Indian metros:

  • Average CPM: Rs 581.22
  • Average CPC: Rs 13.67
  • Click-through rate: 4.25%

For context, the US invite-only pilot that launched in February 2026 ran at roughly $60 CPM, about Rs 5,000. India self-serve is currently running at under a ninth of that. The 4.25% click-through rate is roughly 4x what Meta placements commonly return in India, which is the strongest argument for the format: the ad sits inside a moment where the user has already asked for a recommendation.

Two caveats, because you should distrust anyone who gives you rates without them. This is 1 campaign, 1 advertiser, 1 objective and a handful of days, so treat it as a real data point rather than an industry benchmark. And these rates are an early-mover discount. They will rise as advertisers arrive, which is the actual argument for testing now rather than next quarter.

The mistakes that cost the most

1. Leaving Text customization on without deciding to. It rewrites and translates your copy and serves versions you never approved.
2. Treating context hints as keywords. The platform matches conversations, not search terms. Ported keyword lists underperform badly.
3. Sending clicks to your homepage. You are buying decision-stage intent at Rs 13.67 and spending it on a page that answers nobody in particular.
4. Choosing the Conversions objective before the pixel is verified. The algorithm will faithfully optimise toward a broken signal.
5. Skipping landing page query parameters. Without them you cannot attribute anything to a specific ad, and you will be guessing within two weeks.
6. Reading the active toggle instead of the status column. A campaign can be switched on and not serving.
7. Budgeting against the daily number you typed. Plan for the 2x daily ceiling.
